The Centre of Inclusion Expertise

Public Association “All-Ukrainian Association of Organisations for People with Disabilities “The League of the Strong” is implementing the project on the Centre of Inclusion Expertise. Among the tasks of the Centre, there is a provision of expertise to local authorities during their work on strategic documents which regulate the issues of reconstruction and development of the communities in terms of commitment to inclusiveness, creation of barrier-free/ accessible environment, and safeguarding rights of persons with disabilities.

In the scope of activities of the Centre of Inclusion Expertise, which functions on the basis of PA “The League of the Strong”, the experts are providing the following services:

analysis of inclusivity and accessibility in the territorial communities in the context of the availability of the relevant legislation and/or its implementation;

expert support with regard to the introduction of the early engagement of persons with disabilities to the formulation of the strategic documents and the analysis of their needs in community life;

development of the recommendations for the Strategies and Programmes of Recovery to integrate the components of inclusiveness and accessibility;

analysis of the project documentation regarding the objects for recovery/reconstruction;

conducting a series of educational trainings on inclusive reconstruction for the representatives of local authorities;

conducting educational training for trainers in social adaptation for people with visual impairments;

conducting training in testing web accessibility for persons with disabilities and IT specialists;

carrying out sociological research on the perception of persons with disabilities in Ukrainian society;

increasing understanding of the principles of inclusiveness and accessibility in society in general and the representatives of the local government in particular.

What consultations does the Centre of Inclusion Expertise provide?

Currently the experts of the Centre provide consultations to incorporate the elements of inclusiveness and accessibility in the processes of recovery in Ukraine. Foremost, this includes the consultations on: preparation of the analytical materials regarding the current situation on inclusion in a community; development of recommendations to the Programmes, Strategies, and Plans of recovery  and development, as well as analysis of project documentation on specific objects of recovery. Referring to the Centre of Inclusion Expertise, an interested party will be able to get expert feedback on programme or project documents, comments with regard to including the issues of accessibility, and also key recommendations on ensuring physical accessibility.

In future, the topics of consultations are going to be extended and include all the aspects of assuring rights of persons with disabilities.

Who can seek consultation advice from the Centre of Inclusion Expertise?

Consultation can be requested by any authorised interested party of the recovery processes (for instance, representatives of the local self-government bodies, military-civilian administrations or central executive authorities). At this stage of the Centre’s work, the consultations are provided per request from the stakeholders of recovery.

Can I see expert advice from the Centre if I represent neither state nor local government?

For now, we are providing expert consultations on recovery processes in which authorities are included. However, we are going to expand the scope of topics of our consultations – if you consider the Centre is able to assist with your request, please send it to our email: inclusion_centre@ls.org.ua

What training is provided in the Centre of Inclusion Expertise?

The Experts of the Centre provide training on inclusiveness and accessibility for the representatives of local authorities, training on testing web accessibility for persons with disabilities and ІТ-specialists, training of trainers on adaptation for persons who lost vision. To participate in the training of the Centre, it is necessary to pass the selection process according to the requirements of each of the courses. Selection requirements are specified in the announcements on training on the Centre’s web page.
