Project: “Medical-social expert commission reform”

The public association “The League of the Strong” aims to improve the process of obtaining or confirming disability status and transform the work of the Medical-social expert commission (MSEC). To achieve this, the association’s experts are working on the project “Reforming the Work of the Medical-social expert сommission (MSEC).”

The goal of the project is to optimize the procedure for obtaining or confirming disability status. This will involve transforming the work of the Medical-social expert commission, with a particular focus on veterans and civilians affected by war. The project aims to achieve this through cooperation between NGOs, authorized government bodies, and inclusion and adaptation specialists.

The “MSEC Reform Project” aims to address the issue of an inefficient system for obtaining/confirming disability that does not meet the standards of the Convention on the Rights of Persons with Disabilities. To achieve this, experts from the “The League of the Strong” are taking a comprehensive approach. They are developing a plan to reform the field of disability assessment and the work of MSECs, based on international experience adapted to Ukrainian realities. To implement this plan, the experts from the “The League of the Strong” are developing and will continue to work on the necessary regulatory acts, as well as advocate for their adoption.

Today, our cooperation is focused on three main directions:

  1. Analysis of the regulatory framework that governs the work of the MSEC and development of a regulatory framework for regulating the updated procedure for obtaining/confirming disability.
  2. Analysis of international experience in the application and implementation of the ICF in the rehabilitation system, provision of social services, and determination of disability.
  3. Conducting in-depth interviews with experts, medicals, and individuals with disabilities to understand the firsthand experience of interacting with the Medical-social expert commission (MSEC).
