The Government supported the proposal of “The League of the Strong” to define the list of documents required for examination by the MSEC

The Cabinet of Ministers of Ukraine has adopted amendments to Resolution No. 1317 “Issues of Medical and Social Expertise”. The document takes into account the proposal of the public union “The League of the Strong” to define an exhaustive list of documents for establishing disability. This was reported by Daria Sydorenko, executive director of the League of the Strong public union.

“The creation of a clear list of documents for medical and social examination is an important step to facilitate the process for all stakeholders. This will not only reduce the burden on people, but also simplify the work of the MSEC staff and reduce the time for processing documents,” – said Daria Sydorenko, executive director of the “The League of the Strong” NGO.

The amendments to the resolution set out the documents required for medical and social examination. These are a passport of a citizen of Ukraine, a certificate of assignment of a taxpayer registration number, a military ID, a foreigner’s passport, a certificate of detention as a result of armed aggression against Ukraine or internment in neutral states.

As a reminder, the League of the Strong public union began researching the issue of the MSEC a year ago. For this purpose, a survey was conducted, the results of which revealed systemic problems at the level of the state and the organization of the work of the MSEC. The survey showed that the collection of documents was one of the biggest problems. Different MSECs had different lists of required documents. This significantly complicated the process for people who needed to be examined.

In January 2024, the League of the Strong NGO, together with the Human Rights Center for Military Personnel “Principle”, the Ukrainian Helsinki Human Rights Union, and the NGO “Together Against Corruption”, proposed amendments to the Resolution of the Cabinet of Ministers of Ukraine “Issues of Medical and Social Expertise” No. 1317. Government officials took into account 4 out of 10 proposals for reforming the MSEC.
