25 civil society organisations have joined “Тhe League of the Strong” in a joint statement calling for the adoption of Bill No. 14389 on reasonable accommodation. Daria Kukurika, Executive Director of “Тhe League of the Strong”, announced this on the ‘Kyiv’ television channel.
“Тhe League of the Strong” with the support of 25 organisations representing people with disabilities, has already sent an appeal to The Parliament of Ukraine calling for the bill to be tabled, included on the agenda and put to a vote at first reading,” emphasised Daria Kukurika, Executive Director of the League of the Strong.
Daria Kukurika, Executive Director of “Тhe League of the Strong”, noted that prejudice regarding the professional opportunities of people with disabilities remains one of the biggest barriers in the labour market today. She emphasised that many of them have higher education, the necessary knowledge and qualifications, yet they are forced to work in lower-paid or less senior positions; candidates should be assessed primarily on the basis of their professional competencies, rather than on the presence of a disability.
According to Daria Kukurika, employers today need effective mechanisms to help create accessible jobs for people with disabilities:
“Тhe League of the Strong” carried out a survey last year which found that 86 per cent of employers are willing to hire people with disabilities, yet only 16 per cent of employers adapt the workplace to meet the needs of people with disabilities. This suggests that the system could be improved, and Bill No. 14389 is currently registered with the Verkhovna Rada, awaiting a vote; it specifically improves the procedures under which an employer can receive compensation when adapting a workplace for a person with a disability.”
It should be noted that this draft law was registered with The Parliament of Ukraine on 21 January 2026. In February, the relevant The Parliament of Ukraine Committee on Social Policy and the Protection of Veterans’ Rights recommended that it be included on the agenda and adopted as a basis.
More than four months have passed since then, yet it has still not been placed on the agenda for a vote at first reading. That is why “Тhe League of the Strong” has sent an official appeal to The Parliament of Ukraine calling for the document to be considered as soon as possible.
