First national sociological study on perception of people with disabilities in Ukraine

The public association “The League of the Strong” initiated the first national study on the perception of people with disabilities. It was conducted by the sociological group “Rating” from August to October 2023.

To obtain an objective result, two groups of respondents were involved in the survey: individuals with disabilities (military and civilian) and individuals without disabilities.

The results include statistical data, insights from in-depth interviews, and focus group discussions.

The following aspects were the focus of the research: perception of people with disabilities, stereotypes about people with disabilities, evaluation of areas and initiatives for people with disabilities, and identification of existing problems.

Results of the research have shown how people with disabilities are currently perceived in Ukrainian society:

  • People with disabilities are full-fledged part of society and 98% of respondents agree with this. However, the opinions of people with disabilities themselves on this issue are divided: some do not see themselves as equal and have low expectations from society.
  • The main feeling towards civilians and veterans with disabilities is different. More people feel sympathy towards civilians (71%), while more people feel gratitude towards veterans (60%).
  • Half of the respondents often meet people with disabilities in everyday life, while the other 50% see such people rarely or almost never.
  • The term “inclusion” is primarily associated with school education for the majority of people. However, in other areas of society, it can be difficult for them to discuss their experiences and vision.
  • In society, there is a social desirability in treating people with disabilities. On the one hand, the interviewees declare a high degree of approval of the social integration of people with disabilities and personal comfort in communicating with them, but at the same time, the indicator of social stigmatization is close to the average.
  • People with disabilities in Ukraine (63%) most commonly encounter problems such as insufficient social benefits, state assistance, and unsuitable premises and environment.
  • Around 80% of the people surveyed think that it’s the job of local authorities to deal with the problems faced by individuals with disabilities. However, people with disabilities usually take more responsibility for solving their own issues.

The study results will be used as a foundation for the communication campaign and advocacy efforts of the “The League of the Strong” and other organizations that protect the rights of people with disabilities. These findings will help to work towards creating a new societal mindset that encourages respect, equality, and dignity towards individuals with disabilities.
