“The League of the Strong” public association has announced that on 22 May it launched an explanatory guide on its website entitled ‘Reasonable Accommodation: How to Obtain It and What the Law Will Change, dedicated to one of the key tools for ensuring the right to work for people with disabilities.
“The right to work is impossible without creating conditions in which a person can carry out their work. This is precisely what reasonable accommodation is for. We are convinced that a person with a disability should not have to overcome barriers on their own or prove the necessity of basic working conditions.
Draft Law No. 14389 aims to make the system clear and effective, and our explainer will help people understand how it should work in practice,” emphasised Daria Kukurika.
The platform provides information on what reasonable accommodation is and how it can help people with disabilities to study, work and access services on an equal footing with others.
Visitors can explore examples of reasonable accommodation, including:
- assistive technologies — screen reader software,
- voice-to-text input, specialised keyboards and other devices;
- workplace adaptations — specialised furniture and equipment, adjustable desks, comfortable chairs or changes to the layout of the workspace;
- flexible working arrangements — remote or hybrid working,
- flexible working hours, additional breaks or adjustments to workload;
- ensuring physical accessibility — ramps, lifts, barrier-free entrances, accessible toilets and clear signage;
- accessible communication — subtitles during online meetings, sign language interpretation and adapted working materials.
A separate section is devoted to Bill No. 14389, which proposes establishing a clear mechanism for obtaining reasonable accommodation.
In particular, the document stipulates that the need for reasonable accommodation will be determined by the person with a disability themselves, the employer will be obliged to consider and provide such accommodation and compensation for costs can be obtained through the State Employment Service under the ‘one-stop shop’ principle.
The explainer also contains a step-by-step guide on how, once the bill is passed, employees, employers and government bodies will work together to ensure reasonable accommodation, as well as information on state support programmes that are already available today.
The creation of this explainer is part of the “The League of the Strong” advocacy work, aimed at creating a barrier-free labour market and ensuring equal opportunities for all.
