Children with disabilities can receive higher welfare benefits: “The League of the Strong” supports the law

The public union “League of the Strong” has sent a letter to the Verkhovna Rada Committee on Social Policy and Veterans’ Rights in which it supports the draft law No. 11383. It provides for an increase in social assistance to children with disabilities. This was reported by Daria Sydorenko, Executive Director of the League of the Strong.

“We support the initiative to increase social assistance for people with disabilities since childhood and children with disabilities. However, it is important that the legislative changes are clearly formulated and do not create additional obstacles to receiving assistance. We hope that our proposals will be taken into account when the bill is finalized,” said Daria Sydorenko, Executive Director of the League of the Strong.

The draft law ¹ 11383 provides for amendments to the Law of Ukraine “On State Social Assistance to Persons with Disabilities from Childhood and to Children with Disabilities”, aimed at bringing the amount of social assistance into line with the provisions of Article 46 of the Constitution of Ukraine.

The proposed amendments are aimed at increasing the amount of social assistance by UAH 910 for children under 6 years of age and by UAH 1,543 for children from 6 to 18 years of age this year. This is an important step in improving the living conditions of disabled children and their families.

The lawyers of the “League of the Strong” also analyzed the text of the draft law and found out that some wordings could lead to legal conflicts and problems in the application of the law. The organization suggests that the text of the bill be amended in order to avoid possible problems in its implementation.

In particular, the League of the Strong proposes that the legal minimum subsistence level for such persons be used to calculate the childcare allowance for children under 6 years of age and children between 6 and 18 years of age, instead of the minimum subsistence level for able-bodied persons proposed by the authors of the bill. Thus, children under 6 years of age will receive an allowance of 2,563 UAH, and children between 6 and 18 years of age will receive an allowance of 3,196 UAH.
