“The League of the Strong” has called on Verkhovna Rada of Ukraine (The Parliament of Ukraine) to adopt Bill No. 14389 on reasonable accommodation without delay. A statement to this effect was published on the organisation’s website, and appeals have been sent to the Speaker of the Verkhovna Rada of Ukraine (The Parliament of Ukraine), the leaders of parliamentary factions, committee chairs and members of parliament. This was reported by Daria Kukurika, Executive Director of “The League of the Strong” public association.
“This draft law is important, first and foremost, because it changes the very logic behind ensuring reasonable accommodation. A person with a disability should no longer have to remain passive and wait to see whether an employer will offer the conditions they need. They will be able to initiate this process themselves, explain exactly what adjustments they require, and take a direct part in determining the appropriate solution,” explained Daria Kukurika, Executive Director of “The League of the Strong” public association.
It is also important that reasonable accommodation can be provided at various stages of the employment relationship. After all, support may be needed not only once a person is already in work, but also during recruitment, when adapting to a new workplace, or following a change in their needs.
The draft bill also extends support to entrepreneurs and self-employed people with disabilities. They will be able to receive compensation for the costs of adapting their own workspace, rather than being excluded from the scheme simply because they are not employed by an organisation.
This is not just about ramps or specialised equipment. Reasonable adjustments may include flexible working hours, remote working, accessible communication, assistive technologies or other individual solutions. As a result, people are given not just a formal right to work, but a real opportunity to find employment, keep their jobs, develop their own businesses and become economically independent.
“According to the results of a May survey by the Institute for Economic Research and Policy Consulting, 69 per cent of the industrial enterprises surveyed cited labour shortages as the main obstacle to doing business during the war,” emphasised Daria Kukurika, Executive Director of “The League of the Strong” public association.

It should be noted that the draft law was registered with the Verkhovna Rada on 21 January 2026. In February, the Verkhovna Rada’s Committee on Social Policy and the Protection of Veterans’ Rights recommended that it be included on the agenda and adopted as a basis. More than four months have passed since then. However, the draft law is still awaiting consideration by parliament.
